Clarification has been received from Health Minister James Reilly that no person covered by the GMS Scheme holding a Medical Card should be charged for a routine blood test by their GP which is required to assist in diagnosis of a patient or to monitor a diagnosed condition.
There has been a lot of concern raised recently about this issue. The HSE has received complaints from the general public about the fee. A blood test which is required to assist in the diagnosis of a patient or to monitor a diagnosed condition should be free of charge.
Tipperary TD Noel Coonan has stated "For patients who have already been charged, the HSE has agreed the patient should forward his or her receipt for the charge to the local Primary Care Unit of the HSE. The HSE will, in turn, inform the GP that by charging medical card holders, they are in breach of their contract. The HSE will refund the costs incurred to the GMS patient."
