Job Description:
Introduction: Revenue is the Irish Tax and Customs administration. Our mission is “To serve the Community by fairly and efficiently collecting taxes and duties and implementing customs controls”. Revenue has over 6,000 staff and deals with 3.5 million personal and business taxpayers. We collected €54.6 billion in taxes and duties for the Exchequer in 2018. Revenue is also responsible for trade facilitation and frontier control. It is a highly decentralised organisation with offices in all parts of the country. Job Description: This is a junior management position within Revenue and the AO will be expected to make a contribution to the continuous development of Revenue’s business intelligence and its risk management systems. Many aspects of the job involve interaction with both business and personal taxpayers and with tax advisors. In some roles, this will include outdoor work dealing with taxpayers and their advisors in person. A lively interest in developments in business and the economy generally is essential. A challenging and varied career will be offered to successful candidates. The positions offer graduates an excellent opportunity to build careers in tax and customs and to experience a wide variety of work in this area, which may include a combination of the following: • Taxation and customs audits and investigations (occasionally through to prosecution of tax defaulters). • Drafting tax and customs law. • Contributing to the development of tax and customs policy. • International taxation (including transfer pricing) & customs issues, Ireland’s tax treaty network and tax aspects of EU membership • Undertaking detailed comparability studies of financial results of companies and evaluating the appropriate split of risks and rewards across affiliates of Multinational Enterprise groups (MNEs). • Researching and advising on interpretation of tax (including transfer pricing) and customs law and practice. • Vigorously confronting non-compliance. • Managing customs business processes. • Using data science, analytics, economics and statistical analysis to assist in increasing taxpayer compliance and improve Revenue’s services and inform policy making. • Contributing to the design of Revenue strategy and operational policy. • Staff management. As a result of this competition, panels may be created in order of merit in the following fields of learning: 1. Taxation 2. Accounting 3. Law 4. Data Analytics/Statistics/Economics. The panels created from this competition will expire one year after their establishment. Technical Training: Administrative Officers may be required to participate in Revenue’s modular training programme. This training takes place during working hours and is academically accredited. The training will cover wide areas of tax and customs law and procedures and is specifically aimed at providing Administrative Officers with the technical skills to undertake the full range of Revenue work, including for example: • Business taxes audit of self-employed people and companies • Investigative work to detect tax and duty evasion • Investigation of taxation and customs avoidance schemes • Applying analytics to Revenue’s business, intelligence and risk systems A further requirement will be the ability to manage your normal day-to-day work commitments in conjunction with undertaking the training course. The Applicant: Applicants should have all the abilities required of an Administrative Officer. In particular, applicants must demonstrate, by reference to specific achievements in their work or academic career to date, that they possess or have the capacity to acquire the skills and knowledge required for the role of an Administrative Officer as identified by the Public Appointments Service Administrative Officer level competency framework. A description of the competencies is set out in the Appendix. Essential Entry Requirements: There are two possible commencement periods. I. Candidates who wish to be considered for a post and are available to commence work in Revenue from March 2020 must meet the essential entry requirements on or before 11 November 2019. II. Candidates who wish to be considered for a post and are available to commence work in Revenue from September 2020 must meet the essential entry requirements on or before 31 July 2020. Essential Entry Requirements – to be eligible for: Data Analytics/Statistics/Economics Panel: • Candidates must have obtained a minimum of NFQ Level 8 qualification in either economics, statistics, data analytics, engineering, computer science, physics or mathematics. Taxation Panel: • Candidates must have obtained a minimum of NFQ Level 8 qualification in taxation or qualification as a Chartered Tax Advisor (i.e. membership or entitlement to membership of a recognised professional body in this area). Accounting Panel: • Candidates must have obtained a minimum of NFQ Level 8 qualification in accounting or qualification as an accountant (i.e. membership or entitlement to membership of a recognised professional body in this area). Law Panel: • Candidates must have Obtained a minimum of NFQ Level 8 qualification in law or qualification as a solicitor or barrister (i.e. membership or entitlement to membership of a recognised professional body in these areas). There are some restrictions on eligibility and appointments.
